Position Purpose:

Serves an integral technical function in the building permit review and inspection process by staffing the public information counter, reviewing applications, reviewing construction drawings  and performing inspections of residential and commercial buildings to ensure building safety.

Essential Job Duties:

  1. Staffs the public counter to provide a high level of customer service, answering questions in person and on the phone regarding the building permit review and inspection process and building code requirements.
  2. Performs minor commercial and residential technical plan reviews to ensure that construction drawings for new building construction comply with building codes adopted by the town.
  3. Performs accurate, thorough building, mechanical and plumbing inspections of commercial and residential building construction for compliance with the building codes adopted by the town.
  4. Coordinates with others involved in the building design and construction process concerning building permit review and inspections.

Challenges:

  • Works as an integral part of a cross-trained technical team to perform front counter, permit review, plan review and inspection functions so as to most effectively serve the public.
  • Strives to obtain training, experience and certifications in all aspects of the highly technical areas of plan review and inspections so as to most efficiently and effectively assist in performing the functions of the division.
  • Deals with situations as they arise, coordinating with others and exercising independent judgment as necessary to achieve desired outcomes. Knows when to seek assistance from others.  Serves as the building code authority on construction job sites and has the authority to issue stop work notices when necessary.

Direction and Decision Making:

  • Gives direction to contractors in the field regarding compliance with the minimum requirements of building codes adopted by the town. Interprets code requirements as they relate to the acceptability of the actual construction on site.
  • Receives general direction and training from the Building Inspector II/Plans Examiner and specific direction and training from the Chief Building Official.

Relationships:

  • Internally, coordinates and cooperates daily with the rest of the Community Development. Dept., Fire, Public Works and Police departments and other town staff as necessary for effective functioning of the division.
  • Externally, works directly with architects, contractors, engineers, property owners and utility providers to answer questions regarding the town’s building codes and procedures and to assist in coordinating the review and inspection functions with the building construction industry.

Knowledge and Experience:

  • High school education and at least four (4) years experience in construction or a directly related field, or an approved equivalent combination of education and experience.
  • Previous experience in dealing with the public and excellent customer service skills are highly preferred.
  • Ability to read and understand construction blueprints and highly technical construction specifications and building codes and standards documents.
  • Working knowledge of construction procedures and technology, the development review, building permit and building plan review processes and procedures and the SIERRA (or other) automated permit system.
  • Certified by the International Conference of Building Officials (ICBO) as a Building Inspector.
  • Willingness and ability to obtain additional training and experience and become certified in all four (4) of the nationalized recognized model building codes adopted by the town.

Job Environment:

  • Travels to inspection sites in all weather conditions.
  • Exposure to noise from construction equipment, to fumes from paint, and to dust from various construction activities.
  • Works extensively with computers, desk phones, cellular phones, 2-way radios and calculators. Also utilizes computer aided drafting (CAD), copy machines, printers, fax machines, blueprint machines and filing systems.

Performance Measures:

  • Successful completion of probationary period.
  • Annual performance review.
  • Assists the team in ensuring that the permit application, review & inspection processes flow smoothly, meeting turnaround time goals, with good cooperation and coordination with all involved in the building design and construction process.
  • Holds and maintains and obtains additional International Conference of Building Officials (ICBO) certifications in nationally recognized building codes adopted by the town, including the renewal of existing certifications every three (3) years. Obtains additional certifications at the rate of at least one per year.
